Here's a little tutorial I wrote. Before messing with your server mod files,
It is good practice to set aside some space on your server or local machine to store a backup of your mod files for use in reverting back to a known working copy. It's important to update this backup as you make changes and tweaks to the actual working server files. I keep several revisions on hand.
Using Mover
Setting up
You will need to know you server's rcon password to use this feature. I prefer tools like CoD RconTool 10 for interfacing rather than using the in game console prompt.
You will also need access to your server's files via ftp or remote desktop.
You will be accessing the games_mp.log file in the mods/modname folder for your mod.
You will also be accessing the mover.cfg file in the mods/modname/configs folder.
Getting Started
Using your rcon tool of choice, send the following command, if it is not already enabled via mover.cfg: set scr_mover 1
Once you've done that, send: set scr_moverguide 1
To disable moverguide when your done: set scr_moverguide 0
Now load the map you wish to work on: map mp_mapname
You should see 2 lines of text in the center of your screen labeled Item: and Command:. The top line represents one of the items you can move. The bottom line represents the command that will be executed if you choose to apply it. You cycle through the items and commands using a simple interface controlled by the Use key and the Melee key.
Hitting the Use key will cycle the commands shown on the bottom line.
Hitting the Melee key will execute whichever command is shown at the time.
The changes you make in game using the moverguide are not permanent until you copy them from the games_mp.log into the mover.cfg file. Any changes made temporarily with moverguide that aren't copied to mover.cfg file are lost if the server is restarted. The temporary changes are not effected by restarting the map or round changes. They will remain in effect until they are cleared or changed using the in game tools or the server restarts.
To see changes you've made using the tools, either end the round somehow or fast restart the map.
Temporarily lengthen your round timer to allow enough time for working.
The commands available are:
Next item
This command is used to cycle the Items
Show this items coordinates
Displays on screen, in text, all the coordinates present for just the shown item. If no custom coordinates have been entered the display will indicate that the item is using the stock coordinates for it's placement. Use this to check your work before committing information to the log - more on that later. If you only want one possible location for Alpha site, there should only be one listed when you execute this command. If you want Alpha to spawn randomly at one of three different locations, then three locations should be shown in the display. When placing spawn points, create at least as many as you have slots per team and use this command to double check the total number created.
Add my current coordinates
Executing this command will assign your exact coordinates as a location to spawn the selected Item. Be sure not to place more locations than you want for a given item. Items spawn randomly at any coordinates assigned to an item.
Clear this items coordinates
Clears all of the currently assigned coordinates for the selected item, including those set via the mover.cfg file. Item will use stock coordinates.
Write this items coordinates to the log
Adds the selected items' coordinates to the end of the games_mp.log.
Write all items' coordinates to the log
Adds all item's coordinates to the end of the games_mp.log. Execute this when everything is where you want it.
Saving your work
As stated, the changes made using moverguide are temporary. You will need to open your games_mp.log using a text editor like Notepad. Go to the end an look for something like this:

Copy and past this info into your mover.cfg file, restart your server and enjoy your new locations.

Took a gamble and got a refurbished 30 GB OCZ Vertex 1 off of NewEgg for the low, low price of $30. Had some trouble getting the drive to be recognized by Windows or by my BIOS. Had to use a jumper...
