I have come across a map that is the one the is found in the mod tools. (Bessie)
This one is called Silesia it is Bessie that has been modified.
There is one part that I wish to change.
It is 2 roof tops make them able to access them or get on top. I know how to take away the red "NO PLAYER THING".
I have opened up the mod tools and looked at the prototype of Bessie but I notice when you save it only saves to one file and type.
How can I make one miner change to the Silesia map that I am talking about needing to make a change?

I hardly ever check this forum as I am not as into mapping as I used to be. So, sorry for that.
One possible reason no-one replied to your earlier question might be that this thread was for people to post applications to the Map/Mod group, or to give ideas for that group. Now that the group is up and running, they have their own forums. Plus, this thread is a "sticky thread". Most sticky threads are for rule changes that are required reading, news, or announcements. So, most people don't pay too much attention to them. I would suggest that, next time, just make a new thread for your question and you should receive a prompt reply. Besides, it's not like TG pays a per-thread-premium or anything like that.
Now, on to your question.
If you have already made the changes to the map and saved it, you will need to compile the map. Follow this link to Treyarch's modding wiki. You should find it helpful. There are other good mapping tutorial websites out there, like ModsOnline.com and CodUtility.com (scroll down for the CoD5 tutorials).
Sorry that I can't give you a more specific answer, but like I said, it's been a while since I have mapped and I have, embarrassingly enough, forgotten how to do it.

How ever I thought that I was part of this so called mapping and modding group? But yet I hear nothing of it?
Why would someone not inform me of moving to something or somewhere else? Sorry but I can't spend lots of time searching through someones forums trying to find out if someone moved a thread. Everyone knows that TG has a lot of thread forums. Also like you had said "Sticky and top threads" well there is no top threads of mention.

Maybe I was falsely informed in the beginning as to what I signed up for? I was under the impression by Krag that we'd work somehow together?
I do recall some one writing to agree to some rules; but yet not explaining what would be the team structure and what we were going to do? NO DIRECTION! But yet read rules and comply! I think I was sent backward signals or something?
I am sorry if I come off sounding a little frustrated, but is there anything going on? I would like to some how contribute. After all I am wasting an awful lot of energy writing in this spent thread!

As best as I can remember, you should have received a PM, letting you know how to access the Map and Mod Team forums. Because it is a members-only forum, you have to jump though a few hoops in order to gain access.
Sorry that it took so long for someone to reply to your question.
If I recall correctly, anyone that signed up for the Map and Mod Team was given about a week or 2 to sign the rules agreement posted in the team's forum. Anyone that failed to do so was dropped from the roster. Checking it now, I see you never signed the agreement so that is why you no longer have access to that forum.
If you have questions on rejoining the group, or what happened with your membership in it, you need to get with the leader, Krag, via PM or Xfire. You may also want to look at your list of old received PM's as that may refresh your memory with regard to any communications you may have received about this matter.
On to your original question- If you're trying to edit someones map but do not have their source files for it, you're out of luck. You could try contacting the author and suggesting they make the change when they do an update for the map.
If you're trying to get your own version of Bessie up and running, it's like MK said above, you have to compile the map using the compile tool and then you can load it up locally and enter it in game to see your changes.
