No, Rusten quickly posted a correction stating he was still running the nation.

Nope. He was PM'd along with everyone else as a reminder.

If he doesn't show up for the second turn as well then I suspect Methos will be itching to get into the fight.

I'd say that at 6 hours left to the timer, if he hasn't showed up, let Methos take it. the 2 initial turns without having settled is a pretty bad start for a civ.
