Yes it is a ramming shield that transfers most of the kinetic energy to the object being rammed. If you get up to a good speed you can kill a full health Titan with it.

It has been lowered. there seem to be a huge number of undocumented changes with the last patch.

Double hacking a deployable may be less useful compared to just hacking it once. Hacking it twice gives it half damaged, bringing it into it's 'Disabled' state, but engys can go straight at and repair it straight away. Whereas with hacking it just once it can't be touched for a whole minute. If you have a supporting soldier then maybe you can double hack to make it easier for them to destroy, but if you're behind enemy lines it may be better just to get that one minute of disabled-ness (<-- not a word is it?) then to get it damaged and have a constructor repair it straight away.

Would have been more useful if it kept that one minute of uselessness plus the damage.

yeah I was testing that yesterday. I suppose you could then complete it with nades and flyer drones. but still. seems like a non feature really.
