I can confirm that there was one in the beta. I dont know if they kept it as there was a lot of outcry about it.

If its still capped, you can unlock it using the following cvars:
com_unlockFPS 1
com_unlock_timingMethod 0
com_unlock_maxFPS 100
com_showFPS 1

vary com_unlock_maxFPS to whatever value you want your potential max to be.
