I had the same problem. It is not stable unless all four are there.
I played with less connectors / shorter arm and tail.... I think I can get it to 13 or 12 with enough time.

Managed to delete it, but recreated the basic design:

I've gotten it pretty close by landing on the ball and balancing as it rolls, to where it reaches the far edge but didn't quite fall off right. It's mostly a matter of tweaking the lengths/positions of everything until it works.
Edit: By shortening the right leg and having it brace against the wall I got some more torque in the throw.

I had a design like that too, which could get it over the edge with a sufficiently short tail (like the one you have here). I had a longer throwing arm. And my wheel was set a bit lower, so that it had a better angle to throw. But the tail isn't long enough to get it to swing in after it falls over. The weight of a longer tail seems to make it impossible for one wheel to throw it far enough.

That's what I was finding too - but I was thinking... if the bottom of the 'stilt' is over to the left, the wheel would fall forward.... maybe it would then only have to throw it upwards? (the forward momentum of the wheel would be enough for it to reach the edge)? kinda like in the long jump, my track coach just told us to jump 'up'...

I think it's doable, the trick is to get it to land and balance on the wheel with the first tail basically upright and the second hanging free, I got it to roll all the way to the edge, but the second piece didn't fall down in time to swing it into the goal.
