I did some research and found that most people believe it was just a prop from the movie BIG with Tom Hanks (the only reference to it anywhere on the interwebs). It can be seen in this youtube video.

I remember the toy, but I don't remember if that was the actual name for it. I think it was called something else. I seem to remember there were 3 or 4 of them and they were all weird vehicles that were motorized and could climb and do weird stuff. The commercials were on about the same time period that the NES commercials with the robot were on TV, usually during the afternoon cartoons. Try an old Sears Wishbook or something from '86 or so.
