Shanghai. Several reasons: It's not the capitol city of a country. It's not a name that is doubled as a common person's name, and it's not only a city, but a province. It's also the only city not sharing the same spelling in english as it's native language (london and washington are spelled the same because english is native, and paris is spelled the same in both french and english)
Also, Washington, if referring to the District of Columbia, as it is not technically a city, but a district and not confined within any state, province, or other subdivision of national status. It's also the only city whose pronunciation contains more then two syllables. Otherwise, all four share similar attributes: all four have a river running through them. All four have been or currently are the capitol city of a country, all four also share common city/town namesakes in the united states (yes, there are several places in the US called Shanghai, check google maps for "shanghai, USA"), and all four are widely regarded as cultural, political and economic mecca of their countries. London is the only city name not containing the vowel A, vowel I, or consonant S. Theres a lot more, but I dont feel like writing a 20 page article on why any one of these cities stands apart from the others.

I would point out that the question is about the city names, not the actual cities. I suspect that Ferris' first paragraph and/or Ddogg's response are closest to the answer that we seek...

Yep, like Cingular said, guess this question was too vague. Ferris Bueller actually got their version of the correct answer right off. They were looking for the fact that it is not a capital city. Then he goes all out and comes up with other reasons.
But because it was so vague, I think DdogG deserves credit too because his is also correct. And Icehawk, I'm sorry, but unless I am looking at it wrong, Washington, also has no repeat letters, but better luck next time.
