JFK - bedded Marylin Monroe in Office, helped create the Navy SEALs, one of the best public speakers ever, also was a pretty decent President.

FDR - As Nardini Pointed out.

Below may not be the best candidate, but helped the country in their own way:

Harry Truman - Still had the guts to drop the A-Bomb, not once, but twice after being kept in the dark for so long.

Eisenhower - helped put into effect the highways we drive on today, was the president in the baby boomer era?

The best presidents are those everyone forgot. If you're remembered, you did a bad job. The media focuses on scandal, not leaving alone something that's working.
