they are not exactly the same, chaos rines and blood raven rines have one or 2 different skills.

weapons wise yeah its the same

I don't see this really. It seems that they game developers have done a good job of maintaining the uniqueness in at least 2 of the races I have seen so far.

The space marines are the elite troops with no specializations while the Eldar have specialized troops for each role.

I will try the orcs and chaos marines later to see if they are more specialized in CC

I just got a chance to play it retail and they have made a lot of changes since the beta, and this is now true. In the beta though, they were just different skins really... They made a lot of ballance changes to the characters though.
