You shouldn't be locked out from sending PMs.. I'll check to verify the permissions now, but PMs shouldn't have been one of the restrictions. Only certain forums were moved into a members-only category.

Registered users can still access the Private Messages system. Click on the "User CP" link at the top left of the screen and you can access the Private Messages menu on the left hand side of your User CP.
