strategic modern air campaign?
To simulate a strategic modern air campaign in the Middle East, in your opinion, what would be the best game option 2D or 3D or a game that can be adapted to suit this requirement?

2d or 3d? You need to outline more what you are looking for. An actual flight simulator or an RTS?

I'm not sure if you're looking for a hypothetical "what if", or if you're looking for a game that can do this already?
Jane's F/A-18 coupled with TSH mods and Jane's F-15 has a very realistic Iraq campaign. I don't know of any others that encompass more of the Middle East or Asia.
