TaskBar freeze in windows XP

I turn on my computer, and then all of a sudden, the task bar doesn't work. i can't press start or anything. Then, around 10 minutes later, it turns itself on. I tried a system restore, but the system restore failed.

make sure you do a full virus check if sure you have antivirus software but if you dont -

www.lavasoft.com
www.avg.com (i think havent be on there website in awhile)
www.spybot.com
