PSU and the 256MB 1950XT
I have a 430w psu, wondering if it will work with a 256mb 1950XT. Will it?

card manufacturer?
The ATI card X1950Pro (can't find your exact model), require a 450WPSU with 30Amp on 12V rail.

Yeah, even with a 450W PSU (as specified). You still will be cutting it close. Thats why it is imperative when building a new rig, make sure to spend a little more on a good and powerful PSU to avoid having to buy a new one as you upgrade your system.

Re: PSU and the 256MB 1950XT
The one in your link only had 29A (v1&v2 combined), not sure if it will cut it, or I could be reading it wrong.
Well, I can tell you this. This is what I had in my rig (see link below) and I think that will work. 520W with +3.3V@30A, +5V@32A, +12V@35A, -5V@0.3A, -12V@0.8A, +5VSB@2A. and only $50 (AR)
