Imporant thing is to keep the RAM speed down till you get a stable CPU speed. The RAM come last.

And timings vs. clock speed, you just have to experiment.

If I could recall correctly, Intel processors benefit from more frequency while AMD benefit from tighter timings. Not sure how true that is though.
