Jetico is fairly light when it comes down to firewalls. Supposedly, Commodo also was also actively trying to get their firewall light weight but I'm not sure if they have released it yet or if they have succeeded. Some people considered Jetico a hassle to set up though but I honestly found most firewalls the same way till you make all the rule sets. There are several other free firewalls available but I haven't really seen much about them yet like R-firewall and SoftPerfect's. There's always ZA... though, it doesn't really fit your bill here.

Tiny Personal Firewall, once upon a time, was free but unfortunately, it isn't anymore. Sygate was also bought out. There are several other paid clients that might fit your bill that can offer advanced protection without some of the more useless bells and whistles while not adversely affecting your system resources. I don't remember too many recent leak test results with TPF but it used to be a great firewall though leak tests have gotten far more complicated.

Tiny Software provided a great lightweight software firewall solution for free until they got bought up by CA. Kerio took over the firewall development. The product evolved a lot and in the meantime it's called Sunbelt Kerio Firewall. They added some features i don't care for (ad blocker, script blocker, cookie blocker) but you can turn all of these off (it will turn it off for you after the 30 day trial anyway).

I started with Tiny and still use the current version of Sunbelt Kerio FW today. It doesn't annoy me with funky icons and blinking warnings and "your computer is about to explode" messages. It's plain, simple and works. And its free.
