Population
I go to my Town hall in the only town I have and it says my population is -101 in a red block. but Housing space: 101/146 Growth: 2.89 per Hour so it seems like it should be good and the happyness is at 144..
What should happyness be at for maximum effeceintcy? (sp.) |

There's game information and then there is script information.
Since you're talking about a colored text I'm going to assume you are using Kronos and firefox. If you are using Kronos then the red text means that by the time you upgrade the associated building you will have already reached the maximum capacity and lost something due to overflow. This holds true for resources and warehouse expansions as well as town halls and civilian growth. As to the question in your post: Happiness determines citizen/hour growth at a rate of 1:50 happiness and declines by 0.3 every citizen. In theory anything over 0 will give you citizen growth until you reach a point where every citizen gained (0.2 happiness) will result in a citizen loss due to unhappiness (-0.1 happiness). There is no 'maximum efficiency' and only faster/slower/no growth. You could run a happiness of 1000 if you think you've got the town hall space for it or 50 if you want to slow growth down so other buildings can catch up.
