red slider bar

I'm trying to find the answer, but I thought I would post just in case someone knew the answer.

A couple of my towns have their slider (for mill/quary/whatever) partially red. The left half (or whatever %) is the normal color, but the right part is red. Any idea what this means? Can I only harvest so much or something?

never mind, figured it out. You can put more than the usual amount of citizens in once you have researched a certain thingamjig.
