Moving to (10:1)
The islands near 10:1 are all completely empty. I'm at (30:60) right now. Is it worth the time of loading and waiting hours to set up a colony there?

My bad; I wasn't paying attention. Yeah, if you can colonize an empty area effectively (to the point of self-sufficiency with resources) you should be in a good position to succeed.
