Diplomacy points come from me, exclusively. The Leader has no abilities with the alliance, apparently, but the burden of growth rests solely upon him. It's janky!

I remember EVE: Online is similar in that the president of the corporation is solely responsible for the skills required for the company's growth and administration. He can appoint chairmen/women for taking care of the technicalities but the actual skills that need to be trained have to come from him/her. Not that fun to play the game unless you like really sitting in the commander's chair.
