Humm...for some reason I can't offer cultural treaties to people anymore after 0.2.0 and researching markets.

I've got Handelsabkommen anbieten now for trade agreements but no Kulturgüterabkommen anbieten. Anyone else notice this problem?

I have a museum, but I do not see an option to start a cultural treaty.

How do I start a cultural treaty :P?
