Not knowing German, but taking a guess.....the second phrase may be referencing artifacts exchange for museums.

"anbieten" means "to offer"
"Abkommen" is an agreement
"Handels-" means "commercial", "trading", or "marketing"
So the first one means "To offer a trading agreement"

I was just about to say something about the translation but you guys are on top of it. Another way to figure out what it might mean if you dont really understand is look at the first word. For the culture agreement it is kulture. Also another one ive come across is the military agreement where the first word kind of looks like military. This has helped me a bit in trying to understand these crazy non english languages.
