Question about multi accounts??

I didnt think you were supposed to have more than one account per world. I know for a fact that on at least 2 islands around me there is a player with the same user name on 2 different islands. What should i do?? Can they be banned for that???

Is it another capital from the same user, or a colony?

I think the same user can have multiple colonies but just a single capital

it wouldnt be multiple accounts with the same username
