Tips for spying.
Any tips for a noob.

Upgrading your hideout helps reduce risk threat.
Choose larger cities over smaller ones. Spies will do better there. Once your spy has arrived in a city, let him sit there until his risk threat is at 5%. When spying a garrison, use the player search first to determine their military score. If it's zero...they have no army and it's not worth the risk. Geez i had both of my spies get caught on a 5% risk value, not doing that for awhile. I'll just build up my defense.

I'm pretty sure that military score is for a player rather than just the city you are viewing so even if there is a military score there may be no army at that colony.
