Inactive + ships
Alright, so I have already noticed that if a player goes inactive you can no longer blockade his harbor. Fair enough I suppose, if he is inactive its not like he'll be sending any ships out anyway. However, I just tried to pillage an inactive guy that had a ram-ship as part of his garrison. Since it still wouldn't give me blockade as an option I thought it may just not matter since he was inactive. However, my troops got turned away because his navy would beat me... WTF? So I can't blockade him or send ships to destroy his 1 ram-ship because it won't give me the option but I still get turned away if I try to pillage him?? Is this some kind of bug or am I doing something wrong. It seems ludicrous that someone could go inactive with a ship in his harbor and become invincible to all oncoming forces!

I noticed this also and thought that it was crap. I HOPE it is just a bug and gets fixed.

Yeah, nothing like send some troops and having them come back hunrgy and sober!!

Yes, there was a guy on my island who went inactive and I was able to pillage him but "RandomFreak" is one island over and couldn't because of his fleet. So I guess the jist of it is that an inactive account with an active fleet can only be pillaged by folks on the same island.
