Thumbs down Can't blockade an inactive?

There's an inactive near me w/ a TON of stuff, but he's got a lowly balista ship sitting in his harbor. Unfortunately, when I click his town, I can't blockade it o_0

In-actives never had the blockading option available. Not sure why.

It is not a bug.

The official Ikariam rule book says that no one can blockade or attack any inactive players. The only exception is if you decide to attack an inactive on your own island by land. However, you cannot blockade any inactives on your island if they have just one+ ships in their harbor.
