Occupation is supposed to work where you gain control of your opponent's town temporarily and redirect all its income towards your empire instead. You're supposed to have control over all its resources and resource production so you could occupy a marble town and gain its marble from the workers. As a trade off your soldiers will have double upkeep for the length of their stay. Think of it as the land version of a harbor blockade.
Unfortunately...none of that works. It probably has something to do with the fact that once researched it makes it overpowered and would make it the only attack worth doing. If you can empty out their entire warehouse with occupation then there really isn't any reason to pillage. The double upkeep isn't much of a penalty if they can just occupy for 1-3 hours and use that time to ship everything back to a friendly city. There's also the fact that material goods (luxury resources and wood) are separated between cities so its rather impossible to have enough ships to send every single income of goods from workers back home.
Also, as the occupying force your troops will defend the city against other pillagers. Its similar to how two blockading forces will fight each other instead of work together to blockade a harbor.
