Originally Posted by Tarenth Those last two are actually level 13 and 16 I believe. Level 13 is when your island graphic gets a thick flagpole. Level 16 is when your island graphic gets two wings. Level 18 is when you get the dome I think. I remember sending a spy to a level 19 town on a whim. It looks pretty similar except a lot more marble is carpeting the ground.
