    Not missing anything. Cultural treaties have no distance limit or travel time limitations.

    I tried to offer you a Cultural Treaty but I wasn't given the K___ option in the diplomacy section. I have two free slots right now. Any ideas?

    Go to his city coordinates in the world view. click on his island then his town. Click diplomacy. Select the kulture option in the drop down.
