I like how the troops can be sent with the blockade, help with timing for pillages. Nice find.

Another critical change: inactives previously couldn't be blockaded... which meant if an inactive had ships in port, you couldn't pillage them.
Now you can clear out an inactive's navy! cha-CHING!
