Witches are different. I heard that headshots only count from the back. Or at least you can only kill her from a headshot to the back.

I'm not sure, but I think if you hit a zombie square in the back, much like a backstab in TF2, it does double damage or more.

What would be great would be individual hitpoints for each area so I can blow off arms and legs and they keep coming and only multiple chest shots or a head shot kills. I just love the idea of being able to shoot the legs of a zombie and then run around the parking lot as he chases after me and then hear him shout cheat when I jump onto a car.

Well, you can shoot off their arms and legs with the hunting rifle. I just suspect that it's part of a death animation (i.e. if shot on location X and health goes to zero, have extremity at location X fall off)...

You can shoot off limbs with any weapon, although with the hunting rifle you can shoot off a limb without it being fatal.

Usually with any other weapon they'll die or be one shot away from death, but you can still blow their limbs off.
