I'll lay out my opinions for what they are worth and assume equal teamwork and skill since a team lacking in either of those qualities isn't something worthy of a game balance discussion. VS mode, like it or not, is currently balanced around playing an entire campaign, not map to map. The harder you turn up the difficulty, the harder you make life on the survivors as the npc's can tear off a significant chunk of the survivors health and FF damage is higher for the survivors. On expert, forget the medpack and grab your gun and run as far as possible because you will only make the safehouse against a team of the blind/deaf.
No mercy on normal:
-Stage 1 on normal is advantage survivors due to the length of the stage and you can typically get through the apartments with little to no damage taken.
-Stage 2 leans slightly to the infected as it's long enough for the infected to pick their spots for ambushes, but not to long that the survivors get worn down to where their deaths are not a question of if, but when.
-Stage 3 is a huge infected advantage. It's an extremely long map, and you can play a war of attrition as infected and usually win. Rarely will you see survivor teams make the sewers on stage 3.
-Stage 4 goes back to slight survivor advantage as the tight hallways make for good fields of fire downstairs. Stage 4 the survivors should hope and pray the infected get an early tank spawn, as the auto-shotties tear him apart quickly allowing him at most 2 swings before he dies. If the tank spawns after the elevator ride it switches to infected advantage, as knocking survivors off the building is priceless.
-Stage 5 is perfectly balanced and always comes down to teamwork and skills.
Blood harvest on normal:
-Stage 1 is close to even, with an ever-so-slight survivor advantage. The woods gives plenty of cover for the infected and allows the npc's to swarm easier then on no mercy.
-Stage 2 is a slight infected advantage, but if the tank spawns after the weapons it can quickly change to survivor advantage if they take him down quickly.
-Stage 3 is overall evenly balanced, but each half of the map gives one side or the other the advantage. Early on it's a big infected bonus, once you get outside it becomes a big survivor advantage unless they miss the weapon spawns. I've seen a good infected team keep the survivors so rushed in the early part of stage 3 that they actually missed the weapon spawn totally, which allowed us to take them down once they got to the train tracks.
-Stage 4 is a slight survivor advantage but a good infected team can keep them from getting up the bridge if they play their cards right. I've found witch spawns can make or break this map for survivors, depends which team considers the witches spawn location good can make the biggest difference.
-Stage 5 is basically big survivor advantage if they can stay inside the house, and big infected advantage if the tank drives them outside.
Assuming you cant incap all 4 survivors at once and they dont seperate so getting some solo time with 1 is out of the question, you have to wear them down, force them to burn their medpacks and not take the time to find more and go for the kill when they get low on health. (normal difficulty) If you want to be "1337" and solo the opposing team you will need to be the tank before the survivors get T2 weapons or install an aimbot.
