Your right - I have the X-Fi and it cant record 'what u hear' and 'mic' at the same time and my problem with my team mates not hearing me sometimes when fraps is on (and certainly not when its recording) doesn't help either.

Weird, that guy sounds pretty much like I do. He must be my lost twin or something.

For the X-Fi problem:
Download program called Muvixer - I for one can't play without it.
Use it to force the record input to be "What U hear" then unmute your mic and turn your ingame sounds pretty low. Enjoy your teammates hearing you talk and your voice being recorded to the video.

I use Linein2 and X-Fi changes my recording input to microphone automatically - which sucks. Every time I start to game and plan to use microphone I have to use muvixer. I run it at startup.

I tried that (Muvixer). It forced fraps to record 'what u hear' then I selected the mic for recording (can't unmute the mic with this new soundcard, only select it). I then went ingame to record, looked back at my fraps video but it hadn't recorded my voice. Despite setting it to select microphone, during being ingame, the windows sound control had de-selected the microphone button and selected the 'what u hear' instead

In order for it to work you have to hear yourself from the microphone.

Unmute microphone from aidio options. If you don't hear your voice you have un-muted wrong line or something (aka, your microphone isn't plugged in the microphone input).

It wont work, no matter what it seems.

To any one reading this, what soundcards allow you to record your game (what u hear) and microphone sounds at the same time while using fraps?

I don't know about specific sound card's, but I have been able to do it using on-board audio (NForce 3 driver set).
