redirect to HLTV?

I'd like to redirect players kicked due to slot reservation to our HLTV server. The server would remain 17/17 when it's full, so nothing about how you join a full server would change. However, when you're removed from gameplay due to slot reservation, it would now be to HLTV instead of a "kicked" dialog.

This benefits the regulars multiplicitously.

1. Regulars who use Steam's server browser to join the server only when a REAL SLOT is available may continue to do so, as the server will remain 17/17 when it's full.

2. Regulars who care to increase their chances at GETTING the next REAL SLOT that opens up may now do so by simply "joining" the full server, at which point they're redirected to HLTV. Because being on the HLTV proxy loads the current map and the rest of NS, a person is able to load from HLTV into the game (using the HLTV console command "joingame") MUCH faster than a person loading NS and the current map in their efforts to fill that newly-opened slot.

3. Players removed from the game are able to "stay in the game" as much as is possible and experience the same speed advantage described in #2 when they try to reconnect to the server and claim a newly-opened slot. This increases the odds that a player removed from a game will be able to return to it before it ends (if a slot becomes available at all).

So here's my question: what are the cons?

I thought this was a good idea the first time I heard about it, and I still think it is.

As a member I see no cons. Maybe non member regulars may be able to give a different perspective.

another pro: wyz has to spend time implementing this so that means one more free spot in that crucial 7:00-10:00 PM time slot.

lol. If me spending time configuring servers is what makes you like an idea, you should love TGCS. haha
