My loss keeps going up to 32 about every minute or so any thoughts on this would be great.

Well you start losing packets at hop #9, which belongs to Comcast:

It's tough to tell from a straight traceroute (something that constantly traces over a time would be more certain, like PingPlotter), but it's right in the middle between you and tgns.com. Hop 10 belongs to Globalcrossing, and it hands off to the TGNS providers at hop 13. Everything in hops 1 to 9 belongs to Comcast.
There is probably little you can do about it if hop 9 is truly the problem.
