If I recall correctly...
ex_interp affects how long your computer will guess at the positions of other players, before asking the server where they really are again. Setting it to 1 wont do anything special, it will just wait 1 second (a really long time). Setting it to 0 will automatically adjust it to the minimum possible value, which is determined by something else (either fps or updaterate, I cant remember).
If the minimum value later becomes larger, interp will automatically adjust to the higher minimum. If the minimum value later becomes smaller, interp will not automatically adjust to the lower minimum. It has to be reset.
Using a low ex_interp rate will reveal other players who have low cl_cmdrates, as they will appear to warp around a lot. Even players with good rates may appear jerky enough to be visually annoying. A higher interp rate will show smoother movement, making the game look better graphically, but may not always show people in their actual positions. I don't remember precisely how interp accomplishes this though.
