Was that exposed twice, or digitally edited? I see two images in that photo.

It is an HDR image. This one is 3 images combined.

I just clicked on that link that you put up there... The clouds and the mountain horizon are where you really notice the multiple images.

Yeah, it was supposed to give a feeling of motion. Normally the picture is supposed to be one well blended seam. I was hoping it would look like the ground was shaking.
