Wulfyn gave me the answer... Save tactic gives you the overlay... Export tactic gives you the map too!

Save Tactic which saves all the defense signs and stuff but the background images are seperate.

Export tactic saves the image as a jpeg file including the background. <- you want this one

Edit: oops didn't see your reply, only took 8 minutes before your answered it yourself!

Only problem is you it only holds 16 players
Which is bizarre considering it hosts 64 player maps but you cant get 32 players on it
We now have to host 2 ATC servers just to do a 16 v 16 scrim

One thing we found effective is to get the CO & SLs into ATC. Then have the SLs get with their squads at another time.

You can also save screenshots of your plans and post them on the forums.

Half the fun, for me anyway, is makin those ATC write ups for the external scrims
