you should be able to get a 6600GT card for around the cad equivalent of $150US. I would reccommend that over the 9800PRO. if you're planning on upgrading your whole pc in a year or two or so, then I wouldn't bother getting an X800whatever card, just because there will be better, more upgradable options available for when you upgrade.
It really, really depends on your current mobo/video card. APG/PCI-e, integrated graphics? (no apg slot if so, would require upgrading the mobo as well) older agp? (4x) if you don't have pci-e or agp 8X, don't bother with anything above the 6600GT or 9800PRO, your motherboard will bottleneck to a point anyway.
I reccomend that 6600GT over the 9800PRO because most of the mnfg's for the older ATI cards are really not well recomended at all, while there are atleast 3 Nvidia board companies that make budget cards at high reccomendations. (BFG, Gigabyte, MSI, eVga all are decent enough board makers) stay away from PNY or XFX tho.
It's really too bad newegg doesn't ship to canada. They sell those cards at 30-40 cheaper than tigerdirect.

You can always check out NCIX. No provincial tax so that usually covers shipping. Basic shipping is fast too. I once made a purchase on a Friday and received it Monday.

Check that thread if you're worried about performance. The 6600 will be fine so just buy it. You're already not willing to spend that much money and that's one of your best options.

Just make sure you know your PC will accept it. Like I said, if your parents PC is running an integrated graphics solution (anything stock from DELL or Gateway comes that way now) you won't be able to just upgrade the video card.

Then this is about the time you ask your friend what's in the computer so you know what you can and cannot add to the system.
