VideoDefault.con Edit
I have been testing it out for while how thing turn out with video con file edit. When I play BF2 the stutter doesn’t happen any more in game. And BF2: SF is working perfectly with this change in the con file no lag at all for me. That is just my thought what happen to me when I change it. I just wondering if someone try this would it help someone else. I got this info from another forum how to change it.
In BF2
The same thing about BF2: SFC:\Program Files\EA GAMES\Battlefield 2\mods\bf2\Settings
Open VideoDefault.con change this number

Ram----- 2G DDR400
CPU---- 3G HT
ISP----- Comcast 4MB DL 352 UL
1024 by 768 75 hertz
All other setting is on medium, View 100% except AA it is off[TG-5th JTF] LuNiSiCx

Yea, I found that on totalbf2 and applied it on.. umm.. Saturday I think it was. I mentioned it in my squad and said I would post it, but after playing around a bit with some of the night maps in SF, I noticed that it didn't really improve my performance, so I didn't bother posting. There were quite a few people at totalbf2 that said it helped them, but also quite a few that said it didn't do much of anything.
I had nvidia drivers from August.. 77.something, and have tried the latest ones, 81.95 or something, that were released last week. Still the same crap on SF for me -- night vision drops me to like 25FPS, running around inside the ship on Iron Gator gets me like 15 - 20 FPS. Seeing how I get 50 - 60 on regular BF2, those numbers just seem low (and Iron Gator is pretty unplayable for me).

Looking at these setting changes it also depends on what you have your card setup to.
Example, on my ATI card you can set the settings to be fixed or game controlled, so changing refresh rate in that file won't do anything unless your card is set to Application Controlled (something like that)
