Wow, I've got to say that looks pretty damn amazing for BF2 engine, Should go and retexture all the previous PR maps once theyre all done and the mod is at 1.0

The HAT animations are simply 20 seconds long to entertain the user when he cannot fire the weapon yet. It's minor, but it lets the user know his weapon is not ready yet. As of now, it's just a "waiting period" and to new players it may be confusing.
