As Skuyd said. Don't let them in your squad. Remeber their name and let it hang over their heads. Make it stick to their reputation.

Re: Somethings were getting a little out of hand today....
As far as future versions of PR go, Im sure the pr devs are well aware of how annoying/powerful HAT is, particularly how easy it is to use again and again against infantry.
You can be prety sure that the dev team will be taking steps to make HAT a less effective weapon against infantry, or at least much harder to use against infantry in rapid succession, which is the #1 complaint about the kit currently.
Until then, this is what I do, I find the damn bastard that keeps spamming HAT, I sneak behind him with knife out, then say some commo rose commands (if they are MEC and Im USMC, ill say Go Go Go right behind them, they will freak out and then they get knife in back). Then just take the kit back to your main base and chill there for a while
No more HAT for the spammer

If I find an obvious HAT sniper in game I check the gentlemen's agreement. If they signed and broke it, they're done playing in my squads as far as I'm concerned. Find this elitist? Too bad.

Not elitist at all, if they signed the agreement.
I get as annoyed as the next guy, if I'm constantly picked off when alone and in the open by a HAT sniper. That said, there are plenty of realistic uses for the HAT and there are arguments for a lot of anti-infantry practices, so it needs to be fairly consistent before I begin to get annoyed.

When alone and out in the open I expect to be shot, bombed, or blown up.
The rules are the rules right now. I understand that some players may find the rules out of touch with how they play. Those who are against HAT on Infi should play the way that they enjoy. Saying that your personal option on the rules is the way it is and that way only is keeping enjoyment from others. I personaly wont stand for that.
Use this to your benifit. Learn new ways to take him out. Hes just left a huge contrail back to where he fired. Get back in the fight and take him out. Hell, teabag him afterwards if you want to. No two rounds of PR go the same way, In saying that the teamwork required to kill the HAT could be the most memerable momment of the game for you.

Re: Somethings were getting a little out of hand today....
The rule against HAT sniping was uninforceable... The upside is, if the fool is HAT sniping you, he is not stalking your Armor.. Let your commander know the position of the enemy HAT so he can inform the Armor Squad not to go there.. Then Hunt the guy down and take his kit.

Re: Somethings were getting a little out of hand today....
i personally think there are some tactically advantageous and morally justifiable situations in which to use a H-AT against infantry but it all depends on CONTEXT. for example, using a H-AT kit against a lone soldier at point blank ranges on an infantry only map is clearly misuse of the kit; one wonders what the person was doing with a H-AT kit on such a map in the first place. an example of a justifiable situation would be when you see a clump of infantry moving along a wall in the distance and you have no armor support.
then again, that's MY opinion and anyone is welcome to disagree with it as they see fit.

Re: Somethings were getting a little out of hand today....
You took my post as being far more angry 'OMG HAT SNIP0R!!1!' than it was ever intended. I said that I was frustrated by the repeated unrealistic use of the HAT, but I accept there are multiple arguments for it and ways to use it to your advantage against opponents who are effectively down a HAT kit.
I stated a personal opinion on a gameplay issue, I prefer the rules the way they are, in fact. Sorry if my post wasn't clear, but I dislike being ranted on for opinions I didn't express.

Meh, H-AT Sniping happens. I just like to think Karma will keep them down when an APC or MBT rolls around the corner after they used that missile.
