I remember Extraction, it was never really much fun for me, it required to much roleplay on the part of everyone in the server, which led to a majority of epic fails and only a couple of interesting games.
The reason it failed was because it was a PUBLIC mode; this even would necessarily be private, and so the whole roleplay thing wouldn't be an issue. Hashing out the practical details will take some man hours but i believe it will turn out nicely.

Bit of a necropost, but:
The solution to the problem of what map to use is pretty simple. Create a simple map specifically dedicated to the event.
I'm playing around with the editor right now, actually; It's probably going to have to be a 1KM map. I can make three layers of it. 64 with a BH, 32 with maybe strikers, and then 16 with just trucks.
Not sure how well the helo would work on a 1KM map though.

I'd like some suggestions
The only way I can see the Embassy Defense Event being viable (unless it was just a one-time thing) is not as an 'Extraction' type gamemode, but rather a 'Defend the tiny flag-cap radiuses at all cost'. There'd be 4 or so of them that'd need to be captured around the Embassy to win. Perhaps a counter-attack game-mode?
