Actually, this is the ONLY way to shoot down vet pilots, 2 SA-7s on their ass at the same time. Noob pilots are easier, as 1) they may take damage and not return for repairs, 2) they might freak out with the buzz and crash, just like you said.
However, shooting down A-10s with vet pilots on them should be pretty hard, I'd say REALLY hard. I use myself as example. Taking the difficulty to assemble a squad just as you said, grab the 2 SA-7s from the ground and positioning, and pray that no ground US forces spot you, or you'll be all dead. Also, one thing is to shoot both missiles, and another is to hit both.
I was flying Al Basrah yesterday, with SA-7s buzzing me all day long... All I did was return to base ASAP if I got hit by an AA gun, fix, and get back to bombimb. Got 50 kills, 0 deaths, and I can tell you I did a good job destroying spawn cars, bomb trucks and APCs. Then I got kicked from the server for a supporting member, and when I came back, someone else had the plane, but that was in the end of the round.
So, yeah, I'd say SA-7s can and will take down A-10s, but I'd say their main role, as someone else said, is to actually DELAY the Warthogs, making them return to base, not DESTROY them.
Anyways, just some toughts of someone who's in the other side.

Hmm I think the goal of an AA kit is to actually DESTROY a plane, not delay it. That said I hear the SA7 gets a damage increase in next patch so that should be fairer. Two rockets every time is just.... somewhat ridiculous maybe. What's the point if all you can do is send them back to base.

AAs are meant to shoot planes down, but planes are made to avoid AA fire, and a good pilot can avoid them, most of the times.
However, you can't expect to easily shot down a plane that takes 10 minutes to respawn.
Let's see how it will be with the 50% boost to the damage on SA-7s. In my opnion, it will just take a little longer to repair on the landing strip.
