I have the same login issues, after about a week of the random server crashes from PR we seem to be experiencing. That is, I can not now connect to the login server as it 'refuses connection'. This, of course, is also when I just load up BF2 and not simply PR.
As not everyone has a problem I shall mention that I am from the UK, if this helps.
However there does seem to be a problem residing with EA (Please bear in mind I cannot post links in this forum at the moment though you can find all links via the site I mention below).
Since this sort of issue happens, I tralled a favourate BF2 site, bf2s.com to see if others are having this problem and found a now 14 page thread on recent login issues.
In it somone had found an anouncement from EA and put in the link

There are currently issues with some Battlefield 2 and 2142 servers. The appropriate teams are aware and working to get everyone back on the battlefield.
I'll update this announcement when more information is available.
