what makes me laugh is when preload started it jumped ALOT more on there bandwidth graphs (at steampowered) than when its been finaly released...... yet when preload started i was getting 70-80k, and now im getting 10k?

Most likely because there weren't a few ten thousand others pre-loading at the same time that you were. I'm certain that the RO download servers are getting slammed at the moment.
