I don't have much data, I exchanged a PM with Damonte but the couple of 3rd members who are (whom I really wish would pipe up in this thread), are going elsewhere and aren't really going to be doing a TG-thing.
If the majority of TGers are on that server, then all the better. It'd be great to have a collective for this sort of thing, whether a TG guild forms or not. That sort of thing I suppose happens just naturally anyway.

I rolled a Runepriest on Azazel with my old DAoC guild, lvl 13 FTW. Gonna drag Erador over there as well, see if he likes the game.

So, as usual... someone needs to step up and take the bull by its horns. That's the only way guilds get formed and are successful. Once that's done, the TG community will beat a path to your door. But, before then we see that TGers are quite fickle beasts eh?
Seems like everyone is pretty spread out for the time-being (as usual). And WAR being a pretty PvP oriented title; it's doubtful they'll ever allow server swaps by characters. Same issue in AoC and WoW even. So be mindful of your server/realm choices.

I already made my server choice (Badlands)  so everyone else is of course free to choose as they will.
I was willing to take the bull by the horns, but again, I ended up taking an IHS by the horns instead, so I no longer have the time to spearhead this.
It's unfortunate no one has been willing or able to step up. If everyone (or most people) were on the same server, then I guess that would at least be half the battle.

Azazel seems like the current best choice for server. Badlands was Full at release and queues are likely. So far it seems like a pretty decent contingent of TGers plays on it as well.

Yes, to update this thread, my friends and I moved to Azazel.
I just hope it doesn't fill on release tomorrow.
