but in context, a sniper could be assumed to be any gunman in a fortified and/or concealed location, fixing aim for extended periods of time on a single target, usually from an elevated position. in this context, any gunman in a watchtower with just about any rifle could be considered a "sniper" only because of the description of the job being performed, not neccessarily the weapon or training involved.

Wouldn't that be "performing a very specific tactic"?
