That would be great, but I'm sure time was of the essence... I'd be willing to bet that that bike was personally owned by one of the police officers on the scene. Police often have to do what they can with what they have...

actually that is exactly what they did, you talk of a hanging and firing squad, both punishments resulting in death,

when the officer pulled in front of a speeding bike, he knew there was a chance, even a good chance that death or serious injury would occur.

this is not the job of the police, and is exactly what you described, he effectivly sentenced the man to death just missed with the axe.
