The refineries and pipelines aren't there for fashion. It's where the oil is.

Los Angeles has never faced a natural disaster like this (that I can think of...). Earthquakes that cause some old apartment buildings to collapse? Pffttt... Big deal. Wildfires that burn some million dollar homes? <yawn> Santa Anas and drought? Issue fines for watering your lawn. Water Spouts off the coast of San Diego? They can't make it to shore. Mudslides due to heavy rain? Oh, no, now the multi-million dollar homes on the cliffs are in danger!

Nope, I can't think of anything that has even threatened L.A. that is even mildly comparable to the force of a Category 5 hurricane and/or the resulting floods...
